11 Estonian parliamentarians claim there is no authority for Estonia to be negotiating the 2022 and 2024 IHR amendments and pandemic treaty, because Estonia’s parliament did not approve it.

Letter 2: Nov 28, 2023

One committee chair, Liisa-Ly Pakosta, asserts that her committee’s assent, alone, was sufficient authority to negotiate with WHO

Letter 3: Dec 6, 2023

Estonian parliamentarians challenge Pakosta, stating that the committee chair’s response was legally incorrect and misleading. Treaties can only be approved by the full Parliament, not by committees.
