The International Health Regulations (IHR) 2005 Amendments have been negotiated in secret for over a year. The most recent public draft is dated February 6th 2023. In early December, 2023, the Working Group on the IHR met to work on the draft.

The WHO does not regularly keep working drafts secret: there have been 6 versions of the Pandemic Treaty draft released to the public.
