Global Sharing of Open-Source Pandemic Pathogens

Should the US and other countries go out collecting “potential pandemic pathogens” and then share what they find globally? Del Bigtree called this “open-source” biological warfare agents.

Doesn’t sound like a great idea, does it?

This is exactly what the World Health Organization is proposing: countries must hunt for pandemic-potential pathogens, and share those they find. This is another way of encouraging the proliferation of biological warfare agents.

If a country performs “gain-of-function” research, a euphemism for biological warfare research, the WHO instructs them to try to do it safely, while at the same time eliminating administrative impediments to the development of bioweapons.

Yet this is probably illegal, according to the Biological Weapons Convention (BWC) — a UN treaty.

What does the UN consider to be biological weapons?

As the UN describes them:

“Biological weapons disseminate disease-causing organisms or toxins to harm or kill humans, animals or plants. They can be deadly and highly contagious. Diseases caused by such weapons would not confine themselves to national borders and could spread rapidly around the world. The consequences of the deliberate release of biological agents or toxins by state or non-state actors could be dramatic. In addition to the tragic loss of lives, such events could cause food shortages, environmental catastrophes, devastating economic loss, and widespread illness, fear and mistrust among the public.”

The proposed WHO pandemic treaty appears to violate Article I, III, and IV of the Biological Weapons Convention. However, Article X provides a loophole: the potential for “peaceful exchange” for “peaceful purposes.” Sigh.

It’s kind of like the dilemma the world ran into with nuclear proliferation. Only in this case, the international community is proposing financing and funding the development of gain-of-function research facilities in every member state, rather than hoping that the costly barrier to entry will prevent more nations from achieving gain-of-function research and development facilities.

Moving onto small but significant victories:

Two years ago, United States Agency for International Development (USAID) announced that it was launching a $125 million program to hunt for pandemic potential pathogens.

In July this program was “quietly terminated” due to the acknowledged risk that it could cause pandemics. From the BMJ:

“For more than a decade the US government has been funding international projects engaged in identifying exotic wildlife viruses that might someday infect humans. Although critics have raised concerns over the potentially catastrophic risks of such virus hunting activities, hundreds of millions of dollars in unabated funding have symbolized a commitment to the effort.

The shuttering of the project, as described in a new congressional budget document and during interviews with scientists and federal policy makers, marks an abrupt retreat by the US government from wildlife virus hunting, an activity that has also been funded by the Department of Defense and the National Institutes of Health. The turnabout follows early warnings raised by sceptics—including officials in the Biden White House—that the $125m (£99m; €115m) “DEEP VZN” program could inadvertently ignite a pandemic. The misgivings continue to resonate, as the cause of the SARS-CoV-2 pandemic, the world’s deadliest such event in a century, remains unproved.”
