The President of South Africa, Cyril Ramaphosa, sent a letter to organizations engaged in negotiating as part of the Africa Group in the WHO. This letter, first published by Geneva Health Files, has created a stir, perhaps because it advises the block of countries to continue to negotiate in a unified manner. This unified approach to negotiating could disrupt the objectives of the US and Europe.
The Tenth Amendment of the US Constitution’s Bill of Rights states, “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.” This means that the regulation of healthcare falls to the states.
